ST GEORGE'S DAY PARADE
SUNDAY 27th APRIL 2003
PARADE ORDERS
1. GENERAL
1.1 The parade is to assemble on the St. Georges Square by the Arndale at 14.00
hours and form up by groups in the area designated.
1.2 The parade will march off at 14.30 hours by Districts:
1st:
Someries, 2nd: Lea Valley, 3rd: Icknield.
1.3 Groups are to parade together marching three abreast in close
order. The GSL or Scouter-in-Charge is to lead his Group, followed by
Beavers Scouts, Cubs Scouts, Scouts and Explorer Scouts. Each Section is
to be preceded by the Section Leader followed by the colour party.
Assistant Leaders are to form up at the rear of the Section.
1.4 Explorer Scouts will march as a separate unit.
2. PROTOCOL
2.1 Each District may parade a St George's Colour, which must precede all other
colours in that District, followed by the District colours.
Trophy colours may be carried within the Group at the discretion of the DC.
2.2 Colours must be carried vertically, held in
the right hand with the knuckles forward.
Colours can be carried at the 'gather' but
allowed to fly when passing the saluting base.
2.3 There may be a need for standards to be carried on the shoulder until the
parade leaves St.Georges Square at Bridge St.
2.4 The salute will be taken by the Mayor of Luton supported by the DC of
Someries District.
2.5 When the parade approaches the saluting base the order "Luton Scouts
eyes right" will be given at the first marker. Each District will
follow with the GSLs giving the word of command. A Leader at the rear of
the Group should give the order "eyes front" when passing the second
marker.
2.6 Someries District are to provide two persons wearing full correct uniform to
act as markers at the saluting base and also two stewards to control the public
in the vicinity of the saluting base. These persons are to report to the
Town Hall at 14.20 hours for briefing by their DC.
3. ROUTE
3.1 Exit St Georges Square at the pedestrian crossing at the Junction of Bridge
St. and Manchester St. Proceed along Manchester St, passing the saluting base at
the Town Hall. Enter George St. and continue to Park Square via Market Hill and
exit at gate
3.2 At Park Square, Someries District turns left and proceeds to St. Marys
Church. Lea Valley District followed by Icknield District continues along Park
St. Lea Valley will turn left into Vicarage St. then right into the Salvation
Army Hall. Icknield will turn right into the Central Baptist Church forecourt.
4. DRESS
4.1 Groups are to be smartly turned out. Jeans, cords, brightly coloured
or patterned trousers are unacceptable. Brightly coloured socks and
decorative stockings (for females) along with trainers and plimsolls are to be
discouraged.
4.2 No outer garments are to be worn unless the weather is inclement. Then
a waterproof can be carried in readiness.
4.3 In accordance with Rule 142, Air and Sea Scouts are to wear hats.
4.4 Any Scout who is considered to be improperly dressed will be asked to leave
the parade.
4.5 Only scouting decorations are to worn in the appropriate position.
5. BEAVER SCOUT COLONIES
5.1 GSL's or Scouter's-in-Charge are to ensure that all Colonies are adequately
supervised with the correct ratio of Adults to youngsters.
5.2 In view of the restricted width of some of the roads, Beaver Scout Leaders
and Helpers are to walk within the ranks of their Colonies AND NOT alongside.
6. DISMISSAL
6.1 No formal dismissal is to take place on the public highway as the police
cannot provide support after the service.
7. CAR PARKING
7.1 All personnel and parents bringing children to the parade should use public car
parks, i.e. Crawley Rd which is free,
7.2 Parents must not attempt to drop off their children in the vicinity of
Bridge St and Manchester St. as parking restrictions will be enforced..
8. PARADE MARSHAL & STEWARDS
8.1 Each District is to appoint a Parade Marshal who will be responsible for
lining up the District prior to marching off.
8.2 Each District must appoint six stewards to assist with parade control and
traffic management. Note. Stewards need not be uniformed members.
8.3 Parade Marshals and Stewards are to report to the overall Parade Marshals at
13.30 hours for briefing.
APPENDIX
It has now become necessary to provide a Risk Assessment to the Safety
Advisory Group. This is in accordance with the Health and Safety
Act. Every effort has been made to minimize risks to our members but
Leaders are responsible for the well being of the Beavers Scouts, Cubs Scouts,
Scouts, Venture Scouts and Explorer Scouts in their charge while on parade.
Each Group must appoint a qualified First Aider to be responsible for their
Group.
The square has many types of raised furniture, which can result in accidents.
Control of young members is most important.
Leaders, Beavers Scouts, Cubs Scouts, Scouts, Venture Scouts and Explorer Scouts taking part in
the parade should assemble in their allocated areas and help reduce congestion
in the square. Members of the public will still be walking through.
Because of the use of barriers on route, to control the traffic, it will be
necessary for stewards to assist with these. Stewards will be required to
control the parade on route.
Please ensure that all standard bearers have a sling and that it is worn over
the left shoulder and the standard is held in the right hand.
